INTRODUCTION:
One of the priority tasks of the government of the Republic of Armenia is to ensure demographic stability and development, and to promote the birth rate.According to the government's plan, in order to mitigate the negative trends in the development of the demographic situation recorded in the previous period, it is planned to develop and implement new programs to encourage birth, support young people and families with children.
According to the studies, the improvement of housing conditions and the possibility of purchasing an apartment on preferential terms are among the problems that have the greatest impact on child planning and need the priority intervention of the state.
Taking into account the above, it is recommended to implement the 2020-2023 housing security plan for young families with children. targeted programs of state support (hereinafter: Targeted programs).
CURRENT STATE ASSISTANCE PROGRAMS FOR HOUSING
A number of housing security programs have been and are being implemented in the Republic of Armenia, within the framework of which state support is provided to families in need of improving housing conditions through the introduction of appropriate legal, financial and organizational mechanisms.

Within the framework of the "Affordable housing for a young family" program, the beneficiary is provided with a mortgage loan at a maximum of 7.5 percent in the primary market, without subsidy, and at a maximum of 5 percent in the secondary market, of which a subsidy of 2 percentage points is provided in Yerevan (that is, the loan percentage for the borrower is a maximum of 7 ,5), and for mortgage loans provided in the regions of the Republic of Armenia - in the amount of 4 percentage points (that is, the percentage of the loan for the borrower in the regions of the Republic of Armenia is a maximum of 5.5),
An apartment building complex is being built as part of the "Affordable housing for young scientists and members of creative unions" housing social program, the apartments of which will be provided to young scientists and members of creative unions of the National Academy of Sciences through mortgage lending at below-market rates (the program has been completed).
Within the framework of "Affordable housing for young journalists, doctors, pedagogues and sportsmen", a multi-apartment building complex is being built, the apartments of which will be provided at lower than market prices to young journalists, pedagogues, doctors and sportsmen who have won in international tournaments and held the sports honor of the Republic of Armenia high (the project has been completed).
Within the framework of the "Affordable housing for young professionals" program, multi-apartment building complexes are being built, the apartments of which are provided to young professionals of the Republic of Armenia at lower than market prices.
A multi-apartment building complex is being built within the framework of the "Providing civil servants with affordable apartments" program, the apartments of which are provided to public servants of the Republic of Armenia at below market prices, etc.
There is also a procedure for compensation of income tax paid by individuals in the amount of interest paid for mortgage loan servicing, in accordance with the requirements of the provisions defined by the "Tax Code" of the Republic of Armenia.
THE NEED FOR THE IMPLEMENTATION OF TARGETED PROGRAMS
The main part of the above-mentioned programs of state support for housing is implemented through targeted housing construction. As a result, these programs are not available in marzes.
With the exception of individual cases, the existing state housing assistance programs do not provide significant benefits for families with children.
In some cases, in line with the goals of these programs, age restrictions are set, but privileges (support) are not set in case of a child being born in families who bought an apartment with a mortgage loan, which significantly reduces the probability of a child being born in that family, especially when the woman works.
In the case of young families with children, the down payment is also an issue, especially in regional settlements, where real estate is mostly purchased from the secondary market (that is, the down payment is high).
On the other hand, taking care of a child also involves expenses, which objectively limits the possibility of saving the necessary funds for making an advance payment.
MAIN OBJECTIVES AND PROBLEMS OF TARGETED PROGRAMS
The main goals and objectives of targeted programs are:to support the improvement of housing conditions for young families and families with children, providing appropriate conditions for the sustainable development of families,
to promote the process of improving the housing conditions of young families with children in regional settlements:
by easing the credit burden at the birth of a child, enable beneficiaries to combine mortgage repayment and child care, promoting fertility in mortgage paying families.
DESCRIPTION OF TARGET PROGRAMSTarget group:

one-time financial support for purchasing an apartment in regional settlements (hereinafter referred to as a one-time financial support program),
financial support for down payment (mortgage liability) insurance for young families (hereinafter referred to as the down payment insurance program);
due to the birth of a child, support for families repaying a mortgage loan (hereinafter referred to as the child birth support program).
2020-2023 housing security for young people and families with children. in the sense of state support programs, the beneficiary is the borrower and his spouse, who owns the residential real estate acquired with a mortgage loan.
The one-time monetary support is provided to the beneficiary who buys an apartment with a mortgage loan in regional settlements and is directed to the financing of the advance payment. A person, as a beneficiary, can use the one-time financial support program once.
The main conditions of the one-time financial support program are:
residential real estate is acquired on or after July 1, 2020;
the maximum price of residential real estate to be purchased: 30 mln. drams, which is added to the account of the beneficiary's 3rd and each subsequent child, 5 million. in AMD
the minimum amount of advance payment to be made (without support provided within the framework of the program): at least 10% of the value of residential real estate purchased from the secondary market and at least 7.5% of the value of residential real estate purchased from the primary market,
the beneficiary has at least 2 minor children,
The ownership right to the acquired residential real estate is registered in the name of the beneficiary, his spouse (if there is a registered marriage) and all minor children,
in case of expropriation of the apartment during the term of the mortgage loan, the amount of state support is subject to return to the state.
The amount of one-time monetary support is 5% of the cost of the purchased apartment, but not more than 1 million. AMD, to which 5% of the cost of the apartment is added for the 3rd and each subsequent child, but not more than AMD 500,000. The maximum amount of one-time monetary assistance is 2 million drams.
If the age of the beneficiary does not exceed 30 years, then the one-time monetary support is increased by 30% (in this case, the maximum amount of one-time monetary support is 2.6 million drams).
Within the framework of the advance payment insurance program, the beneficiary who acquires an apartment with a mortgage at the expense of state funds is provided with financial assistance to pay the annual insurance fee of the advance payment (mortgage liability) insurance. A person, as a beneficiary, can use the advance payment insurance program (can purchase residential real estate within the compensation program) once.
The main conditions of the prepayment insurance program are:
residential real estate is acquired on or after July 1, 2020;
maximum market value of property acquisition and evaluation: 30 mln. drams, which is added to the account of the beneficiary's 3rd and each subsequent child, 5 million. in AMD
the minimum amount of advance payment to be made (without support provided within the framework of state support programs): at least 10% of the value of residential real estate purchased from the secondary market and at least 7.5% of the value of residential real estate purchased from the primary market,

The amount of the insured (insured) mortgage liability within the financial support provided for paying the annual insurance premiums under the advance payment insurance program is:
in the amount of 30 percent of the value of residential real estate purchased from the secondary market and the difference between the advance payment made, but not more than six million drams,
in the amount of the difference of 20 percent of the value of residential real estate purchased from the primary market and the advance payment made, but not more than three million drams.
The amount of financial support provided by the advance insurance program is defined as 90 percent of the annual insurance premium defined by the relevant contract.
The payment of financial assistance stops from the moment when the ratio of the remaining principal amount of the mortgage loan to the purchase price of the residential real estate as of January 1 of the given year is below 70% in the case of residential real estate purchased from the secondary market and 80 below % in the case of residential real estate purchased from the primary market.
In the event of a child born to a beneficiary repaying a mortgage loan within the framework of the Child Birth Support Program, a one-time financial support is provided, which is directed to the repayment of the remaining principal amount of the mortgage loan. The beneficiary has the right to the child birth support program, regardless of the term of taking the mortgage loan, the circumstance of using another state housing support program.
